Current behavior

The Usage Dashboard is automatically visible to all Org Admins in Pro & Enterprise orgs. [Usage dashboard announcement]

This access cannot be changed or restricted today; all Org Admins always see it.

Problem

Usage and billing‑related data is sensitive. Organizations want least‑privilege access and the ability to limit visibility to a small group (e.g., platform owners, FinOps, auditors), not all Org Admins.

Requested change

Add RBAC controls for the Usage Dashboard

Configure who can view it by:

Roles

Specific users

Teams

This should be similar in spirit to existing page permissions (view/edit by roles/users/teams).

Configurable default behavior

Keep current default (all Org Admins) for backward compatibility, but allow organizations to override it (e.g., restrict to selected roles/users/teams)

Impact

Better alignment with least‑privilege and compliance requirements.

Consistent RBAC story across Port (catalog pages, dashboards, and platform‑level features like Usage Dashboard).
