Ingest issues outside of the main branch in the SonarQube Ocean integration

The SonarQube Ocean integration can currently only ingest issues from the main branch. It would be useful to be able to ingest issues from other branches as well.

Agreed, pulling individual issues for a Pull Request analysis can help in building out scoring/automation to tackle these issues.
