When a page is locked, widget borders should become locked in the same way that the other settings do like table filters. We have had Admins adjust widget sizes unexpectedly and this impacts end user experience.

Perhaps this is a second request / second body of work, but the home page should be lockable as well and of course include the same widget border locking.
