At this time, catalog pages only allow for static users and teams to have access (view) to the catalog page.

We want to be able to do something similar to self-service actions where we can set up a custom policy that looks at properties of a user.

A use case we are looking for is that we wanted some catalog pages to only be accessible to managers.

Managers are identified by a flag on the user blueprint.
