Account Admins Should Be Able to View All Organizations Under Their Account Umbrella

Currently, Account Admins in Port can only see organizations they have been explicitly invited to, or organizations that have the "Automatic User Access" flag enabled.
This means that if another Account Admin creates a new organization without enabling Automatic User Access or sending an invitation, the first Account Admin has no visibility into that organization's existence even though it was provisioned under the same account.
Account Admins should have access to a complete list of all organizations provisioned under their account, regardless of whether they have been individually invited to each one or whether Automatic User Access is enabled. This could be surfaced via:
- A dedicated API endpoint that returns all organizations under the account.
- A UI view within the multi-org switcher or account settings page listing all organizations under the account umbrella.
